Cultural exchanges between France and Singapore

In 2009, the signing of a Memorandum of Understanding (MOU) for the cultural cooperation between France and Singapore boosted cultural exchanges between the two countries and firmly established the position of France as a special partner to support Singaporean ambitions. France remains a reference country for its depth and diversity of its artistic offering.

The framework agreement in this respect is vital as it strengthens the French status in a very competitive market for cultural leisure activities. Beyond this framework agreement, The growth in bilateral agreements between institutions (National Heritage Board and Réunion des Musées Nationaux-Grand Palais, Singapore Art Museum and Centre Pompidou, Musée du Quai Branly and Asian Civilisations Museum) only deepened this cultural cooperation, whose dynamism extended into the private sphere (opening of Pinacothèque de Paris in Singapour in May 2015). This undertaking by the Singaporean government in French culture is demonstrated by substantial financial support until 2018 for the implementation of French projects.

VOILAH! Festival 2015

While maintaining this significant element of cooperation, which is an asset, in terms of economic diplomacy as well as in soft power, the Embassy aims to build on it with more dynamic and visible programmes to the institutions and the Singapore public, by relaunching the VOILAH! festival.

The new « VOILAH!, French Festival Singapore », aims to be a fixture in the Singaporean landscape. Its objective is to promote French creativity and innovation in culture, science and gastronomy. It will present around twenty events in May and June 2015.

An ambitious project, VOILAH! 2015 will require a tight collaboration with Singaporeans, as well as a group effort from French parties involved (Alliance Française, FCCS, entreprises, LFS, etc.) : exhibitions, performances, films, conferences, gastronomy… will be on the list to promote a creative, innovative and festive France !

The cultural exchanges between France and Singapore take place in the 5 following areas :

Linguistic : promotion of French and educative engineering

L’Institut Français Singapour ensures the promotion of the French language and French-speaking community in Singapore in several ways :

- Promotion of authors and professionals in French publishing

- Collaboration with the Alliance Française, main promotor of the French-speaking community in Singapore. With 4000 students annually, it organises the training of French language teachers, offers a multi media library and proposes a programme of French-speaking cultural activities throughout the year (http://www.alliancefrancaise.org.sg)

- Within the framework of the "Francophonie" month in March, IFS supports the visits by French authors, performances in French, conferences and French film screenings with English subtitles. IFS and the Alliance Française, moreover, select a student to participate in Lab Citoyen, a cultural sojourn on the topic of human rights.

- Supporting multi media libraries and French-speaking clubs in écoles polytechniques and universities, the Association of French Teachers in Singapore (APFS), as well as the French Alumni, an association which gathers former Singaporean students who have studied in France.

- Invitation of young Singaporeans to Culture Lab sessions (discovery journeys of different aspects of French culture) and Singaporean experts to « Courants du Monde » training sessions.

Visual Arts, Design, new technologies and architecture

L’Institut Français Singapour supports French exhibitions, artists and experts in the museums, galleries and Singaporean festivals.
