By virtue of its history, culture and values, France stands independently in the international arena. As a respected power, with a permanent seat in the Security Council of the UN and equipped with nuclear arms, France plays an essential role in the construction and the maintenance of global peace, based on multilateralism and the respect of international law.

The value of its armed forces is recognised worldwide.

The defence of French interests benefits from a considerable financial investment : 2% of national GDP, being the third largest defence budget in the world and the largest in Europe, is dedicated to it. Thus, in 2011, the budget of the Ministry of Defence was 31.2 million Euros (excluding pensions) of which 16 million Euros were spent in equipment and 11.7 million Euros were set aside for wages. This important financial aid is also supported by a competitive defence industry.

The French armed forces are deployed on a large number of operations : Afghanistan, Ivory Coast, Lebanon, Kosovo, Tchad. France has a presence on the five continents and owns numerous territories in the Asia Pacific. There are 8300 servicemen deployed in these territories as independent forces as well as 4700 pre-assigned servicemen outside Europe.

The troops stationed outside Europe are deployed on a strategic axis running from the Atlantic Ocean to the Indian Ocean, according to the measures in the White Paper of defence and national security, as well as in New Caledonia and in French Polynesia. Held as the Second Global ZEE (more than 11 million km²) of which 80% is in the Asia Pacific region, France is the only European state to participate in important regional forums : " ASEAN Regional Forum ", " Indian Ocean Naval Symposium ", " Western Pacific Naval Symposium ", … French presence is appreciated, as France is an integral player to the region’s development, both economically as well as diplomatically.
