Nuclear Non-Proliferation Treaty (NPT) Review Conference in New York from 3 to 28 May 2010

The next Nuclear Non-Proliferation Treaty (NPT) Review Conference will be held from 3 to 28 May 2010 in New York. It is a major meeting for the international nuclear non-proliferation regime. France is fully committed to ensuring the success of this event.

The 2010 NPT Review Conference is being held at a crucial time for the nuclear non-proliferation regime and presents both :

Considerable challenges : persistent proliferation crises in Iran and North Korea ; risk of nuclear or radiological weapons or material falling into the hands of terrorists ; risk of a weak response from the international community to such challenges that undermine the non-proliferation regime and seriously threaten both international and regional security.

But also many opportunities : hope for substantial progress in the area of disarmament, with prospects for a new agreement between the United States and Russia to reduce strategic offensive arsenals and new ratifications of the Comprehensive Nuclear Test-Ban Treaty (CTBT), as well as the possible launch of negotiations for a new nuclear disarmament treaty, banning the production of fissile material for nuclear weapons (Fissile Material Cut-Off Treaty). There is also hope that civil nuclear energy will help us meet the considerable energy needs in developing countries and make vital contributions to sustainable development and energy security.


The NPT is above all a major instrument for collective security. To accomplish all the Treaty’s objectives reconciling security, stability and prosperity, it is necessary to implement the three pillars of the Treaty : non-proliferation, disarmament and peaceful uses of nuclear energy.
The main goal needs to be consolidating the international community’s support for the NPT at a time when the treaty is vulnerable and being put to the test.

The Review Conference should also provide the opportunity to show the relevance of the NPT, i.e. its ability to concretely meet today’s most pressing challenges and to strengthen the treaty. France stands ready to move forward in all areas ambitiously, resolutely and pragmatically.

France would like to see an action plan adopted at the 2010 Review Conference which contains, in a balanced way, concrete and realistic proposals in all areas covered by the Treaty (non-proliferation, disarmament, peaceful uses of nuclear energy). Together with its European Union partners, France has put forward proposals in this connection as part of an ambitious programme that would genuinely help make our world safer.
